(AP) ? The Boston Red Sox kept the cash freely flowing, this time revving their lineup with Shane Victorino, while the well-armed Washington Nationals neared a deal with Dan Haren at baseball's winter meetings Tuesday.

In the first two trades of the week, Colorado got effective reliever Wilton Lopez and a player to be named from Houston for young right-handers Alex White and Alex Gillingham, and Miami sent recently acquired shortstop Yunel Escobar to Tampa Bay.

Cy Young Award winner R.A. Dickey of the New York Mets is still the prime trade target, with Boston in the mix for him, too.

Josh Hamilton remains the top free agent amid speculation the slugger will re-sign with Texas. Ace pitcher Zack Greinke also is available, with the Los Angeles Dodgers and the Rangers very interested.

Dodgers manager Don Mattingly said he's been involved in the pursuit of one free agent. He didn't disclose who it was, but seemed to be enjoying this week's developments.

"It's like a smorgasbord of baseball. It's been good," Mattingly said.

Boston has been the busiest team this offseason, by far. A day after giving All-Star bat Mike Napoli a $39 million, three-year deal, the Red Sox lured Victorino with the exact same contract terms.

"Can't wait to get to Boston!" Victorino tweeted during a day of snorkeling in Hawaii.

The Red Sox are coming off their worst season since 1965 and trying to reshape the roster. The 32-year-old Victorino is a two-time All-Star and three-time Gold Glove winner who stole a career-high 39 bases for Philadelphia and the Dodgers last season.

Recently, the Red Sox added Jonny Gomes and David Ross.

"I think we're making the progress that we've hoped, at least in the early going, with adding those types of players," new manager John Farrell said before the Victorino deal.

Victorino's arrival could also lead to a trade of center fielder Jacoby Ellsbury, coming off a down, injury-interrupted season.

The Nationals and Haren are close to completing a one-year deal for $13 million, a person familiar with the talks told The Associated Press. The person spoke under condition of anonymity because no deal was announced.

Washington had the best record in the majors last season. The NL East champions already have a formidable rotation led by Gio Gonzalez and Stephen Strasburg, and want to throw in Haren, an All-Star from 2007-09.

"I've got some young guys that act like veterans, and they pitched like veterans last year for me, and a veteran like Dan Haren is just going to make things even better," Nationals manager Davey Johnson said.

Haren was 12-13 with a 4.33 ERA in 30 starts for the Los Angeles Angels. They nearly traded the 32-year-old righty to the Chicago Cubs for reliever Carlos Marmol after the season, but the deal fell apart. Then the Angels declined their $15.5 million option and paid a $3.5 million buyout.

"World Series or bust, that's probably the slogan this year. But I'm comfortable with that," Johnson said.

For the Nationals, Red Sox and several other teams, the dollars didn't appear to matter too much.

"It seems like this is a market flush with money," Yankees general manager Brian Cashman said.

The price tag on Hamilton figured to be high. The 2010 AL MVP came to Nashville this week, presumably to talk to potential new teams, though Texas could be his landing spot.

"I expect we will get together relatively soon," Rangers general manager Jon Daniels said. "I keep reading that we've got a deal done. I keep asking the guys in the room who snuck out and did it?"

"We left it as he was going to test the market and once he had an idea of what was out there, then we would talk," he said. "We haven't had that conversation yet."

The Mets and All-Star third baseman David Wright finalized a $138 million, eight-year contract, the largest deal in team history. The sides reached agreement last week, subject to a physical, and Wright planned to talk about it Wednesday at the meetings.

On Sunday, Dickey was at the Opryland Hotel to see a Mets trainer. The knuckleballer will make $5.25 million next year and would like an extension. Mets general manager Sandy Alderson briefly met this week with Dickey's agent, Bo McKinnis.

A trade remains possible.

"Something could happen on either front that would bring this to a conclusion, presumably," Alderson said. "I don't expect that's going to happen today. It may not happen tomorrow. It may not happen in Nashville."

The World Series champion San Francisco Giants kept NL championship series MVP Marco Scutaro, giving the second baseman a $20 million, three-year contract. Arizona reached a one-year deal with veteran utility man Eric Hinske.

Colorado bolstered its bullpen with Lopez. The 29-year-old righty was 6-3 with 10 saves and a 2.17 ERA in 64 games for the Astros. Known for his sharp control, he struck out 54 and walked just eight in 66 1-3 innings.

The 24-year-old White split last season with the Rockies and Triple-A Colorado Springs. He was 2-9 with a 5.51 ERA in 23 games for the Rockies, including 20 starts.

The 23-year-old Gillingham was 6-8 with a 3.66 ERA at Class A Asheville in his first full pro season.

Escobar's stay in Miami barely lasted two weeks. The payroll-cutting Marlins sent him and his $5 million salary across the state for minor league infielder Derek Dietrich.

Escobar was acquired on Nov. 19 in a 12-player trade that sent Jose Reyes, Mark Buehrle and Josh Johnson to Toronto. Escobar batted .253 last season with nine homers and 51 RBIs.

Teens may buy less tobacco when displays are hidden: study

(Reuters) - Teens may be less likely to buy cigarettes at convenience stores if they aren't sold in plain sight behind the counter, according to a U.S. study conducted using a virtual reality game.

"We know the retail environment is a very important place for tobacco companies to advertise and market their products," said lead author Annice Kim, from the independent research institute RTI International in Research Triangle Park, North Carolina.

"They're prominently displayed at the point of sale, and it exposes all customers, including kids."

Kim's team wanted to test the effects of covering up such cigarette displays on teen shopping and opinion, but the researchers couldn't conduct a real-world experiment because as of yet, no states have banned the displays - although some states are considering it to curb teen smoking.

So they designed a virtual reality game and sent more than 1,200 youth, between age 13 and 17, into a simulated online convenience store.

Researchers asked them to select four items in the store: a snack from the aisles, a drink from the coolers and two products of their choice from the checkout counter.

In some scenarios, the cabinet behind the counter prominently displayed cigarettes, while other teens saw the cabinet closed and the display covered up. Any teens that tried to ask the cashier for cigarettes were denied because of age - but what the researchers were interested in was how many tried to ask.

Depending on other changes they made to the virtual convenience store, the researchers found that 16 to 24 percent of teens tried to buy tobacco products when the display was open, compared to 9 to 11 percent when it was closed.

In a post-virtual shopping survey, whether cigarettes were openly displayed wasn't clearly tied to teens' perceptions of how easy it would be to buy tobacco products if a similar store actually existed in their neighborhood, the researchers reported in Pediatrics.

However, 32 percent of youth said they were aware cigarettes were available for sale when the display case was closed in their virtual store, compared to 85 percent of those who had the open version.

"Policies that require retailers to store tobacco products out of view... could have a positive public health impact," Kim told Reuters Health, adding that the study should be considered along with other evaluations of display restrictions.

But tobacco control researcher Michael Siegel, from the Boston University School of Public Health, said that while he thinks there is "strong justification" for hiding displays from youth, he's not sure how much the study adds to the debate.

"It certainly shows that tobacco displays get people to think about cigarettes, which is what they're there for," said Siegel, who did not take part in the study.

"It can't be extrapolated into real life, because in real life kids would go to a store when they want to buy cigarettes," he added, noting that he was doubtful there were many times when youths hanging out at a convenience store just decided to have a cigarette because they were there and there was nothing to do.

Rather, banning the displays will help prevent youth from being exposed to marketing by tobacco companies and influenced in their attitude towards smoking, he said. SOURCE: http://bit.ly/CxXOG

Maine's venture capital fund hires well-known entrepreneur to ...

BRUNSWICK, Maine ? A well-known Maine entrepreneur from the midcoast has joined the state?s venture capital fund to help mentor and grow its portfolio companies.

Des FitzGerald, best known for founding Ducktrap River Fish Farm Inc. in 1977 and growing it into a multimillion-dollar business, has joined the Small Enterprise Growth Fund as entrepreneur-in-residence.

The position is a new one, created to help the fund evaluate promising investment opportunities and provide a mentor who will be more heavily involved in helping portfolio companies grow their businesses, according to a media release. The fund has invested $13.4 million in approximately 45 companies since its inception in 1995.

After founding Ducktrap in 1977, FitzGerald led the company through significant growth through 1999, when he was named CEO of ContiSea, the holding company that merged Ducktrap and Atlantic Salmon of Maine to create an enterprise with more than 300 employees and more than $50 million in annual sales. ContiSea was sold to Continental Grain in 2002, according to the release.

FitzGerald has founded or co-founded three additional companies and been active as an adjunct professor in the University of Maine?s MBA program. Additionally, he was a founding member of Maine Businesses for Social Responsibility, now known as Maine Businesses for Sustainability; past president of the Natural Resources Council of Maine; and past board member of The Camden Conference, among other civic and private company board positions, according to the release.

John Burns, the fund?s manager, said FitzGerald?s ?extensive experience? as an entrepreneur and ?demonstrated leadership? make him ?ideally suited to assist our portfolio companies in achieving their full potential, and to help identify and groom prospective portfolio companies.?

FitzGerald said he is looking forward to his new role.

?SEGF is an important facilitator in helping Maine?s emerging businesses gain their stride,? he said in a statement. ?It?s not just about the money invested. A critical ingredient for sustained success is execution built on a commitment to functional leadership and a coordinated team with a shared vision. My role at SEGF will be to give the portfolio companies an additional in-house resource and give the team more capacity on the ground to identify and prescreen new opportunities to enhance the portfolio.?

The Maine Legislature created the Small Enterprise Growth Fund in 1995 as an investment vehicle to provide ?patient sources of venture capital? to high-growth Maine companies. Its current portfolio of companies includes AIKO Biotechnology, Bar Harbor Biotechnology, Cerahelix Inc., and Looks Gourmet Food Co.

  • Sweet Peach Smoothie

The key to this recipe is using a ripe, in-season peach. It?s always good to get to know the produce guys at your local grocery store because they will let you know when peaches are in their prime. Peaches contain numerous nutrients that are good for your body, including niacin, thiamin, potassium, and calcium. They are also high in beta-carotene, which promotes healthy hearts and eyes. The darker the peach?s color, the more vitamin A it has in its pulp. Peaches may also help in maintaining healthy urinary and digestive functions. There?s some evidence that flaxseed oil may help reduce your risk of heart disease, cancer, stroke, and even diabetes.

  • Sweet Peach Smoothie

MAKES ABOUT 3 CUPS 11/2 cups apple juice 1 ripe peach, peeled, pitted, and chopped (about 3/4 cup) 3/4 ripe banana, peeled and chopped 1 tablespoon vanilla yogurt 6 ice cubes 2 teaspoons honey 2 teaspoons flaxseed oil Combine the apple juice, peach, banana, yogurt, and ice in a blender and puree until smooth. Add the honey and flaxseed oil and puree briefly to incorporate. Pour into glasses and serve right away.

  • Breakfast Fried Rice with Scrambled Eggs

Think outside the (cereal) box: fried rice is a great way to fuel up with carbs in the morning. With brown rice, lots of fresh vegetables, and a minimal amount of fat, this recipe is a healthy take on fried rice and is high in vitamin B6. <em>Lop chong</em> is a dried, cooked Chinese sausage with a slightly sweet and smoky flavor; it will require a trip to the Asian grocery store, but you can choose to leave it out.

  • Breakfast Fried Rice with Scrambled Eggs

MAKES 4 SERVINGS Fried Rice 2 tablespoons chopped lop chong (Chinese sausage; optional) 1/4 cup vegetable oil 1 tablespoon chopped garlic 1 tablespoon peeled, chopped fresh ginger 1 green onion, white and green parts, chopped 2 tablespoons diced red onion 1 or 2 leaves baby bok choy, thinly sliced 1/4 cup shredded red cabbage 5 sugar snap peas, cut into thin strip on the diagonal 2 cups cooked and cooled brown rice 4 tablespoons soy sauce 4 tablespoons mirin Eggs and Garnishes 2 large eggs, beaten 1 teaspoon sesame seeds 2 tablespoons toasted cashews, chopped 1 green onion, white and green parts, sliced thin on the diagonal 2 tablespoons chopped fresh cilantro To make the fried rice, in a large wok or large skillet over high heat, fry the lop chong until rendered, less than a minute. Transfer the lop chong to a paper towel?lined plate and discard the fat. Set the wok over high heat and heat until very hot. Add the oil to the wok. Add the garlic, ginger, chopped green onion, red onion, bok choy, cabbage, and snap peas. Cook, stirring, for 1 minute, or until the vegetables have softened and you can smell the ginger. Add the rice and continue to cook, stirring, until everything is coated, 2 to 4 minutes. Add the soy sauce and mirin and toss well. Remove the wok from the heat. To cook the eggs, heat a small nonstick skillet over medium heat. Spray the pan with nonstick cooking spray, and then pour in the beaten eggs. Cook, gently stirring the eggs, until scrambled but still moist. Transfer fried rice to a serving bowl and top with the scrambled eggs. Sprinkle with the sesame seeds, toasted cashews, and diagonally cut green onion and serve right away.

  • Ahi Tuna on Rye with Spinach Pesto Yogurt

This is not your average tuna sandwich. For one thing, it?s more like tuna tartare on bread. For another, it?s a very brain-healthy meal. Spinach Pesto Yogurt, not mayonnaise, holds the tuna mixture together, which keeps the amount of saturated fat to a minimum. Tuna is an excellent source of omega-3 fatty acids, the pistachios provide vitamin E, and the raisins are a good source of polyphenol antioxidants. Because the tuna is not cooked in this recipe, be sure to purchase sashimi-grade tuna; ask the fishmonger if you aren?t sure about the quality of the tuna on offer at the seafood counter.

  • Ahi Tuna on Rye with Spinach Pesto Yogurt

MAKES 2 SANDWICHES 8 ounces sashimi-grade ahi tuna, diced small 2 tablespoons Spinach Pesto Yogurt 2 tablespoons golden raisins 1/4 cup shelled unsalted roasted pistachios, chopped Juice of 1/2 lemon 4 slices rye bread, toasted 1/2 cup alfalfa sprouts 1 teaspoon extra-virgin olive oil Spinach Pesto Yogurt Makes about 3 cups 2 cups loosely packed baby spinach 1 cup extra-virgin olive oil 1/4 cup pine nuts 2 tablespoons grated ?Parmigiano-Reggiano cheese 1 clove garlic, peeled Juice of 1 lemon Pinch of salt Pinch of freshly ground black pepper 1 cup low-fat or nonfat plain yogurt In a medium bowl, combine the tuna, Spinach Pesto Yogurt, raisins, pistachios, and lemon juice, and mix well. Lay out two of the bread slices on a work surface and divide the tuna mixture evenly among them. Put the alfalfa sprouts into a small bowl, drizzle with the olive oil, and toss to combine. Top each portion of tuna with half of the alfalfa sprouts and top with the remaining slices of bread. Cut each sandwich in half and serve right away. Combine the spinach, olive oil, pine nuts, cheese, garlic, lemon juice, salt, and pepper in a blender and puree until well blended. Pour the mixture into a bowl, add the yogurt, and whisk until incorporated. Serve slightly chilled. The mixture will keep in an airtight container in the refrigerator for 3 to 4 days.

  • Striped Bass with Golden Tomato ?and Sweet Pepper Stew

MAKES 4 SERVINGS Tomato and Sweet ?Pepper Stew 3 tablespoons olive oil 1 tablespoon finely chopped garlic 1 small shallot, finely chopped 1 fennel bulb, diced large 2 yellow bell peppers, seeded and diced large 3 yellow tomatoes, cored and diced large Pinch of saffron threads 2 tablespoons Pernod or other anise liqueur, such as ouzo or anisette 1 cup white wine 2 cups Brain-Boosting Broth Salt and freshly ground black pepper Fish 2 tablespoons olive oil 4 (6-ounce) skin-on striped bass fillets Salt and freshly ground pepper 11/2 tablespoons chopped fresh flat-leaf parsley leaves, for garnish Preheat the oven to 350?F. To make the stew, in a large saucepan over medium heat, warm the olive oil. Add the garlic, shallot, fennel, and bell peppers and cook, stirring occasionally, until the vegetables soften, about ?10 minutes. Add the tomatoes and saffron and continue to cook until the tomatoes soften slightly, about 2 minutes. Pour in the Pernod, bring to a simmer, and cook, stirring, until almost evaporated. Add the white wine, bring to a simmer, and cook until the liquid is reduced by about half, about ?5 minutes. Pour in the broth, season with salt and pepper, and simmer uncovered for 15 minutes to bring the flavors together. While the stew is simmering, cook the fish. In a large ovenproof skillet over medium-high heat, warm the olive oil. Score the fish fillets with a knife and season them with salt and pepper. Add the fish fillets to the skillet skin side down and cook until the skin is golden brown and crisp, about 3 minutes. Slide the skillet into the oven and cook until the fish skin is opaque and flaky, about 5 minutes. Divide the stew among four plates and place a fish fillet on top. Sprinkle with parsley and serve right away. Brain-Boosting Broth Makes 2 quarts 8 quarts water 3 carrots, coarsely chopped 2 white onions, coarsely chopped 2 celery stalks, coarsely chopped 2 bulbs fennel, coarsely chopped 1 parsnip, coarsely chopped 12 cloves garlic, chopped 1/4 cup fresh ginger, peeled and chopped Stems from 1/2 bunch fresh flat-leaf parsley 1 bunch green onions, green and white parts 1 stalk fresh lemongrass, ?cut in half lengthwise 1 tablespoon salt 1 teaspoon black peppercorns 2 cloves 1 teaspoon dried oregano 1 teaspoon dried rosemary 1 bay leaf Combine all of the ingredients in a large stockpot and bring to a boil over high heat. Turn down the heat to maintain a gentle simmer and cook, uncovered, for 2 hours. Strain the broth through a fine-mesh sieve. Use immediately, refrigerate for up to 5 days, or freeze for up to 1 month.

  • Spaghetti Squash with ?Caramelized Onion and Tomato

Spaghetti squash is an often-overlooked vegetable. But it?s a very powerful ingredient from a brain-health perspective: it?s low in saturated fat, very low in cholesterol, and a good source of niacin, vitamin B6, and pantothenic acid--plus spaghetti squash is a very good source of vitamin C. In this recipe, strands of baked spaghetti squash are the backdrop for sweet caramelized onions that contrast against salty, savory Parmesan cheese. This dish will appeal to adults and kids alike, and it?s a great way to get pasta lovers to eat more vegetables.

  • Spaghetti Squash with ?Caramelized Onion and Tomato

MAKES 4 SERVINGS Olive oil 1/2 spaghetti squash (about ?2 pounds), seeded 1 tablespoon unsalted butter 1 medium yellow onion, thinly sliced Curry Salt 1/2 cup grated Parmigiano-Reggiano cheese 1/3 cup chopped fresh chives 1 ripe tomato, cored, seeded, and diced Fresh cilantro leaves, for garnish Preheat the oven to 350?F. Drizzle a rimmed baking sheet and the flesh of the squash with a little olive oil. Set the squash half cut side down on the baking sheet. Sprinkle 2 tablespoons of water over the squash and bake, uncovered, until a fork inserted into the thickest part of the flesh meets no resistance, 30 to 45 minutes. Let cool to room temperature. In a large nonstick skillet over medium heat, melt the butter. Add the onion and cook, stirring occasionally, until lightly caramelized, about 5 minutes. Set aside. Using a fork, scrape the squash from the skin into a medium bowl; the flesh will separate into spaghetti-like strands (you should have about ?21/2 cups). Return the skillet with the onion to medium heat and add the squash. Cook, tossing gently, just until heated through, 1 to 2 minutes. Season to taste with Curry Salt; go easy because the cheese will add salt, too. Toss in the cheese and chives and transfer to a serving bowl. Sprinkle with the tomatoes and cilantro and serve right away. Curry Salt Makes about 1/2 cup 1/2 cup fleur de sel 4 teaspoons curry powder Mix the salt and curry powder until well combined. Store in an airtight container in a cool, dark place (the flavor of the salt gets better with age). This recipe will not go bad over time.

Add the quinoa, curry powder, ?and ginger. Turn down the heat to medium-low, cover, and simmer until the quinoa is tender, about 20 minutes. Transfer the quinoa to a rimmed baking sheet, distribute in an even layer, and let cool to room temperature. When cooled, put the quinoa into a medium bowl and add the green onions, basil, almonds, and cherries. Sprinkle with the salt and pepper and toss to combine. Turn down the heat to maintain a gentle simmer and cook, uncovered, for 2 hours. Strain the broth through a fine-mesh sieve. Use immediately, refrigerate for up to 5 days, or freeze for up to 1 month.

UK summons Argentine envoy over Falklands "intimidation"

LONDON (Reuters) - Britain summoned Argentina's ambassador to London on Monday after masked men ransacked the offices of a shipping company in Buenos Aires, a move the Foreign Office alleged was aimed at deterring ships from visiting the disputed Falkland Islands.

The Foreign Office said the shipping firm, agents for a cruise company, had been attacked on November 19, causing the cancellation of a planned visit to the islands some 300 miles off Argentina's coast.

Argentine President Cristina Fernandez has launched a wide-ranging diplomatic offensive to try to assert Argentina's claim to the islands 30 years after the Falklands war, angering Britain which says the islanders want to continue to be governed by London.

The Foreign Office, which labeled the shipping office incident a "violent act of intimidation," said it had summoned Alicia Castro, Argentina's envoy to London, after earlier invitations had been ignored.

A British official with knowledge of the matter said Britain was concerned it had not received assurances that British-linked firms would not be attacked again. The official said Britain was also worried the attackers may have had state backing.

"It is shameful that elements within a large country like Argentina should seek to strangle the economy of a small group of islands. Such action benefits nobody and only condemns those who lend it support," the Foreign Office said in a statement.

"We were disappointed that it was necessary formally to summon the ambassador into the Foreign Office. We made several attempts to arrange for a less formal meeting, each of which the Argentine embassy declined," the statement said.

The British official said after the meeting that Castro had been "very cross" to have been summoned and that she had accused the Foreign Office of "wasting her time."

In Buenos Aires, the Foreign Ministry said Castro had "vigorously rejected the British government's complaints about the alleged harassment of boats related to activities in the Malvinas" and reiterated Argentina's calls for talks to resolve the sovereignty dispute.

The British official said Britain believed Argentina had been contacting cruise companies and other firms to try to pressure them into not doing business with the Falkland Islands, which Argentina calls the Malvinas.

Fernandez has accused London of maintaining "colonial enclaves" and has demanded the two countries sit down to discuss the disputed islands' sovereignty - a suggestion Britain has rejected.

Lawmakers in Buenos Aires province passed a bill in August banning ships involved in business activities off the Falkland Islands from mooring at its ports, part of Argentina's drive to discourage oil exploration in the area.

Argentina had already banned ships flying the Falklands flag from entering the country's ports. The regional Mercosur trade group backed the move.

Preparation for the Great Critical Incident: First Aid Emergency ...

    By J.W. Caesar

Hosea 4: 6 (KJV) My people perish from a lack of knowledge.

Knowledge is power for survival when it comes to overcoming disasters. It is vital to get educated on how to survive in the event of a myriad disaster scenerios. Many people die or get injured because they did not adequately plan, prepare or mitigate for unseen emergencies. In order to win the war on disasters; American citizens must take disaster preparation seriously and strengthen themselves mentally, spiritually, and physically to overcome the challenges in the future.

The Federal Emergency Management Agency states on their website that there are actions that should be taken before, during, and after an event that are unique to each hazard. Each person or group should identify the hazards that have happened or could happen in their area and plan for the unique actions for each hazard. They further note that mitigation can be defined as actions to reduce loss of life and property by decreasing the impact of disasters.? What this means is??taking action now??before the next disaster?to reduce human and financial consequences later (analyzing risk, reducing risk, insuring against risk).? Effective mitigation requires that we all understand local risks, address the hard choices, and invest in long-term community well-being. Without these actions, people jeopardize their safety, financial security, and self-reliance and quality of life.

Building an emergency kit with first aid equipment and taking medical classes are best practices in mitigation that can assist in reducing risk and loss to families and the community.? It is important to analyze what type of hazards would affect the community during a disaster, as well the decision to shelter in place or evacuate to a safe location.? By following this risk analysis process, it would help clarify what type and size of container or bag to place first aid items inside, the quantity, what too and what not to pack, where to pack it, the environment, hazard scenario and number of people it can provide care too. Your first aid kit or emergency supplies should be designed around an all hazards approach that insures against the risk of not being able to treat or prevent hazards from overtaking you and your group. These hazards can cause temporary or permanent damage to the critical infrastructure of this nation. Therefore everyone should be a stakeholder in public safety and security of this nation. As a result, many are designing their first aid kits around temporary disaster events where there is a short recovery period, while others are preparing their kits for a total collapse of the system where medical resources will be hard to find.

Caution: for medical legal and health safety reasons-Disaster Preparers should think about:

    1. Preparing physically, mentally, and spiritually now to adapt to changes caused by impact of disasters and?continuity of civil and infastructure recovery.
    2. Familiarizing with their local, state and federal laws on the boundaries of giving care to humans, pets and livestock.
    3. Getting prior training on how to use the items in the first aid kit.
    4. Working as a trained and covenant group, not loner.
    5. Trying to get written certification or medical authority to perform certain procedures.
    6. Not going beyond their scope of practice or their medical certifications.
    7. Abiding by the local laws of what is allowed in your first aid or medical kit.
    8. (Personal, Force, Asset?Protection)Avoiding making themselves a target for thieves, murderers, drug addicts that use false emergency scenes or requests for help.

A first aid kit can be purchased at many stores, disaster preparedness organizations and online merchants. Medical supplies can also be purchased individually to build your own kit.? Some have also combined the two as one mitigation measure. Others have crafted their own replacement first aid products by improvising. They use tampons for bleeding, card board for splints, and other homemade items, or pet supplies for their kit?s inventory. The real issue is finding the right items and kit skin for your needs. There are many questionable claims to first kits such as the number of people that it can actually treat in an emergency, the quality, sterility and durability of items, the protective covering of the container or bag and excessive prices for minimal supplies. This is why it is vital to do a risk analysis and make appropriate mitigation decisions for your own needs from an all hazards approach.

    Medical Supplies and their Skins

Medical supplies for a first aid kit can be put inside of a various items that are all weather resistant, waterproof, durable, floatable, not previously had any toxic or corrosive materials stored inside of it, and clearly marked as a first aid or medical kit. Ziploc bags and plastic trash bags can give extra all weather protection and longetivity of items. The kit should also be easy to carry with straps or handles, have reasonable space or compartments for medical items, and easy to open or secure during an emergency. The size and type of first aid emergency kit may be based on varied factors such as the personal needs of the individual, group, or community, different hazards, ?medical training, number of sick and injured, terrain, response time, life cycle of disaster, use with vehicles, walking distance, evacuation, and weather.

    Examples:

    • Military Unfolding zippered Aid Bag M-3 & M-17
    • Military Chest with handles
    • Military Aid Station chest containers
    • Military hard plastic or metal containers
    • Nylon, Leather or Canvas Back Packs
    • Luggage with wheels and handle
    • Purse or designer bag
    • Lunch box
    • Square or rectangle storage containers
    • Tupperware containers
    • Plastic Ice Cream or used Food Containers
    • Hunting vests
    • Belt Pouches

A well-stocked and well maintained list of items in the first aid kit should be kept up to date at all times by rotating and replacing items.? A best practice for maintaining the mitigation investment of life saving equipment is doing inventory and preventative maintenance checks before and after using the kit. It can take place on a daily, weekly, monthly, quarterly, or yearly cycle. ?The outside and inside of the emergency kit should be inspected for damage such as cracks, tears or holes. Mitigations measures such as health safety inspections for spoilage and expiration dates of items are important also.? However, some questions have been raised about keeping items regardless of expiration dates because of future scarcity of items during extreme disaster periods. These questions should be addressed by medical authorities who are expert in disasters and laws of the land. ?In any case, some items can lose their shelf life, sterility, durability, and may become toxic because of the hot storage temperatures. Another temperature issue is freezing. ?Solutions can freeze causing the containers to crack and break causing contamination of other items or damaging the first aid container.

The kit should work as expected: treat injuries and save life when you need it and cause no harm when it is not needed. It is vital to verify that the items consisting within the kit still function as expected, including the batteries in the medical equipment. The first aid kit should be stored in a place that is of the right temperature for medical supplies, in a safe location, away from pests, where no damage can occur, can be accessible to adults, but not to children or pets that can be poisoned and injured.

In summary, disasters can happen at anytime and anyplace. The consequences of not preparing for them may be immeasurable. To minimize this risk, it is vital to mitigate these impacts by building an emergency first aid kit based on analyzing, reducing, and insuring against future risks. It would be wise to assemble an emergency first aid kit that is adaptable and maintainable for your needs, take first aid classes, get familiarized with medical ? legal laws, learn how to take protective measures in emergency situations, and establish mutual-aid and covenant partnerships well in advance of an emergency situation. All of these steps help reduce the impact of hazards associated with future events and improve the chances of winning the war over disasters.? Americans, must remember that everyone is a stakeholder in public safety, God given freedoms, continuity of civil government,?and protecting the critical infastructure and key resources of this nation.
