UN court acquits 2 Serbs of Balkan war atrocities

THE HAGUE, Netherlands (AP) ? A U.N. court on Thursday acquitted two former allies of late Serbian President Slobodan Milosevic of setting up and arming notorious Serb paramilitary gangs that committed atrocities in Bosnia and Croatia during the Balkan wars in the 1990s, a verdict that further distanced Belgrade from rebel Serb crimes elsewhere in the region.

The verdicts at the Yugoslav war crimes tribunal came just three months after appeals judges at the tribunal acquitted the former chief of the Yugoslav National Army of aiding and abetting atrocities by rebel Serbs in Bosnia. Both rulings support Belgrade's often-stated assertion that it didn't deliberately assist in atrocities committed by rebel Serbs in Bosnia and Croatia.

Serbia's prime minister, Ivica Dacic, quickly welcomed the acquittal.

"The Serbian government has always supported fair trials before the tribunal, because fair trials are the only way to establish the truth about the conflict in the former Yugoslavia, start the process of reconciliation and create conditions for lasting stability in the region," Dacic said in Belgrade.

Prosecutors had demanded life sentences for the two men acquitted, Jovica Stanisic and Franko Simatovic.

Stanisic, 62, was head of Serbia's state security service until Milosevic fired him in 1998. Simatovic, 63, was his deputy and headed the agency's special operations arm.

In a majority decision, the three-judge panel ruled that Serb fighters did commit crimes in Croatia and Bosnia, but that there was insufficient evidence linking Stanisic and Simatovic to the crimes.

"The chamber found that the prosecution had not proven beyond a reasonable doubt that the accused planned or ordered the crimes charged in the indictment," Presiding Judge Alphons Orie said.

Explaining the complex judgment, the tribunal said in a statement that two of the three judges were "unable to conclude that the accused shared the intent to further the common criminal purpose" of an alleged criminal plan to drive non-Serbs out of large parts of Bosnia and Croatia. Judge Michele Picard of France dissented.

Neither man showed any emotion as Presiding Judge Alphons Orie ordered them freed, but they later hugged their lawyers before leaving the courtroom. Both men will be taken back to the court's detention unit before being released.

Stanisic's lawyer, Wayne Jordash, said his client would likely return to Belgrade on Friday.

It was "the right result and Mr. Stanisic is very happy and he can get on with his life," Jordash said outside the court, which is formally called the International Criminal Tribunal for the Former Yugoslavia or ICTY.

"The ICTY has shown today that it can consider evidence, apply a standard and burden of proof and deliver justice," he added.

Prosecutors can appeal the acquittals.

Milosevic was named at the trial as part of the alleged criminal plan to drive non-Serbs out of parts of Bosnia and Croatia. Milosevic himself died in his U.N. cell in 2006 before judges in his long-running trial could reach verdicts on charges that he fomented violence throughout the Balkans in the 1990s.

Murat Tahirovic, of a group called the Association of Victims and Witnesses of Genocide, said he was shocked by the acquittals.

"Everyone from Bosnia or Croatia knows what these men's involvement was during the conflict," he said.

Natasa Kandic, a prominent human rights activist in Belgrade, also said she was surprised.

"The explanation of the verdict given by the tribunal is in total contradiction to the facts that are absolutely clear," Kandic said. "Based on this verdict, we can conclude that (military or paramilitary) units in Serbia were formed by themselves, without permission and backing by anyone."

Connecticut to allow illegal immigrants to get driving license

By Richard Weizel

MILFORD, Connecticut (Reuters) - Connecticut joined other U.S. states that allow illegal immigrants to get a driver's license, with the state Senate narrowly approving the measure on Thursday without a single Republican vote.

Democratic Governor Dannel Malloy said he would sign the bill, which passed the Senate by a 19-16 vote, after a highly divisive debate that lasted overnight.

"This bill is first and foremost about public safety. It's about knowing who is driving on our roads, and doing everything we can to make sure those drivers are safe and that they're operating registered, insured vehicles," Malloy said.

It was previously approved by the House, and no Republicans in either chamber voted in favor.

The new law, which will make 54,000 undocumented immigrants eligible for a driving license, takes effect on January 1, 2015. There are about 120,000 illegal immigrants in Connecticut.

Several other states, including Maryland, Illinois and Oregon, adopted similar legislation this year. Illegal immigrants are already licensed to drive in New Mexico, Washington and Utah.

Among the Republicans denouncing the bill was Senator Toni Boucher, ranking member of the Senate's Transportation Committee, who said a recent poll of Connecticut residents showed overwhelming opposition to the move.

"Convicted felons outside Connecticut can come here and have a driver's license within 90 days, and that is deeply disturbing to me," said Boucher, who made an impassioned plea against the bill on the Senate floor.

The bill's supporters argued it would ensure undocumented immigrants are given driving tests and the right to obtain car insurance. The measure could also provide additional state revenue from registration fees and car taxes, they said.

"This is an important public safety measure that ensures drivers on the road possess the necessary qualifications and insurance," said Senate Majority Leader Martin Looney.

"Reliable transportation is a necessity in modern life. The need to earn a living does not vanish just because a person does not have the appropriate immigration credentials. Most undocumented immigrants would like to operate vehicles within the law."

Shelton, country stars sing for Oklahoma benefit

By Ashley Majeski, NBC News contributor

Country music stars, many with Oklahoma roots, ?showed their?support for the victims of the May 20 tornado in that state at the "Healing in the Heartland" benefit concert Wednesday night.

NBC

Grammy Award-winning singer Blake Shelton,?an Oklahoma native and resident who helped organize the event,?kicked off the concert with a gentle performance of "God Gave Me You."

"He gave me people like you all," Shelton called to a responsive audience.

After the massive storm ripped through the Moore, Okla., area on May 20,?killing 24 people and leaving thousands of homes damaged, Shelton?decided to use his voice?? and his Rolodex of A-list music stars ? to help raise money for relief and recovery efforts.

"I'm here tonight with some of my closest friends from Oklahoma and beyond," Shelton said. "To join in and help with the rebuilding and recovery of this land that means so much to me."

The one-hour concert?was aired live on NBC from Chesapeake Energy Arena in Oklahoma City. All proceeds benefit the United Way of Central Oklahoma's? tornado relief fund.?

Shelton?was followed onstage by Darius Rucker, singing "True Believers," the title track off his new album.

Carrie Underwood, who grew up less than two hours away from?the heart?of the tornado devestation, appeared via a pre-taped message encouraging her fans to donate to the relief efforts. "Late Night" host Jimmy Fallon also?appeared in a taped segment?praising Oklahoma residents for coming together to help one another through the tragedy.

Rascal Flatts guitarist Joe Don Rooney is another Oklahoma native,?and the band performed their 2011 hit,?"I Won't Let Go."

Shelton's wife, Miranda Lambert, then delivered an emotional performance of "The House That Built Me," while images of animals displaced by the storm flashed on the screen behind her. At one point, Lambert became too choked up to continue and had to pause, composing herself and wiping tears from her eyes before she could finish the song.

Tulsa native Ryan Tedder of OneRepublic got the arena rocking with his performance of the band's single "Counting Stars."

Garth Brooks and Trisha Yearwood appeared in a taped message, encouraging viewers to call (800) 890-4999 or to text REBUILD to 52000?to make a donation. "As Oklahomans, we're asking," Brooks pleaded.

Their message was immediately followed by news footage of the tornado damage?and the story of Alyson Costilla, whose mother died in the storm. Costilla and her family were introduced by Shelton.

"I just want to say thank you to you," Costilla said to Shelton. "Because mom was a really big fan of you, and I just want to say when bad things happen, good people step up to help, and I want to thank everyone who stepped up -- who is stepping up -- to rebuild the place we call home."

Country legend Reba McEntire recognized the storm's first responders with a performance of "Everyday People," a song with lyrics that commend those that step up to help when times get hard.

Vince Gill, who hails from Norman, Okla., dedicated his performance of "Threaten Me with Heaven" to the "24 people who didn't make it." Gill's voice cracked on multiple occasions during the heartfelt performance, which he ended by proclaiming, "It's good to be home."

Luke Bryan picked up the arena's spirits with his performance of "Crash My Party," telling the throngs of screaming female fans, "You're lookin' so pretty, Oklahoma City!" The Leesburg, Ga., native also called out, "Thanks for making a Georgia boy feel welcome!"

Shelton closed the show by singing his hit "Home." He was joined on stage by Usher,?one of his fellow judges?on "The Voice,"?asking the audience,?"Man, is there anyone in the world cooler than Usher?"

Afterward, Shelton thanked his friends for helping with the concert and told the people of Oklahoma, "You're in our hearts."

In addition to organizing the concert, Shelton has put together the Healing in the Heartland Auction, in which fans can bid on?such items as?VIP concert tickets, memorabilia packages, and even tickets to next year?s Academy of Country Music Awards show and after-party. At press time, the auction items had already collected thousands of dollars in bids.

Decorated Soldier Reunited With Family During Rose Parade
[worldnow id=8121197 width=420 height=315 type=video] PASADENA (CBSLA.com) ? A decorated soldier originally from Michigan was reunited with his family Tuesday in a heartwarming moment captured by cameras and witnessed by millions during the 124th Tournament of Roses Parade. Army Sgt. First Class Eric Pazz was riding on the ?Canines of Courage? float sponsored by Natural Balance Pet Foods Tuesday when he was reunited with his wife Miriam and four-year-old son, Eric Jr. Both were watching the parade from the grandstands after winning seats. They were under the impression that 32-year-old Pazz, who was deployed, was still in Afghanistan. Video of the parade shows the heartwarming scene as Eric Jr. runs toward his father and the announcer says, ?he sees Daddy. he had no idea.? After the reunion, his family joined him on the float for the remainder of the parade.

LOS ANGELES (CBSLA.com) ? Dodgers star center fielder Matt Kemp has been hearing the boo-birds at Dodger Stadium for about a week now as he continues to struggle ? now Dodgers president Stan Kasten is speaking on the issue.

Kasten spoke with ESPN Radio 710, and was asked about the fans booing the once-dominant Kemp.

?I guess it?s understandable. Poor Matt, he?s trying so hard, and it?s not working out for some reason,? Kasten said. ?We don?t know a specific reason for this. He?s taking extra time with our coaches, and none of us can identify with someone who was the best player in the game, and can?t imagine what he feels like.?

Kemp went 0-for-5 with four strikeouts against the Angels on Monday night, and also dropped a fly ball in the first inning of the game, which led to a run scored.

There has been plenty of speculation that Kemp?s shoulder has not fully healed following off-season surgery.

Kemp sustained an injury late in the 2012 season when he collided with the center field wall at Coors Field in Denver, and underwent the surgery to repair his shoulder.

Kemp started off 2012 as the best player in baseball. In April alone, he batted .417 with 12 home runs, 25 RBI, and an .893 slugging percentage. He ended the season with 23 home runs ? his fewest since 2008 ? and just nine stolen bases, which was the fewest he?d had since he was called up in 2006.

This season, Kemp is batting .253 with just two home runs and 17 RBI?s, and as of Tuesday afternoon, has struck out in 12 of his last 22 at-bats.

Despite the speculation, Kasten insists that Kemp is not playing hurt.

?Internally we?re all assured that he isn?t (hurt),? Kasten told ESPN Radio. ?We can?t blame it on that. The doctors, trainers, even Matt have all told us that he isn?t.?

However, Los Angeles Times? T.J. Simers suggests that Kemp has just been medically cleared to start lifting weights again.

Under this circumstance, you may be seeing Kemp looking more like Kemp, even if it takes more time, which is in short supply these days.

Tired of London, Tired of Life: Drink tea at Departure

Your author sought temporary shelter from Friday's rain at Departure on Commercial Road in Limehouse, and found an interesting community cafe and bookshop which also has a strong range of events and exhibitions.

Sadly, another appointment meant it was not possible to stay for the regular Friday evening film showings at 7pm, but they sound good, as do the classes in various things that are also held on site. Departure seems like a place that is worth revisiting.

A Louisville church is breaking ties with a Boy Scout troop in the wake of the national organization's decision to allow gay youth to join.

Southeast Christian Church Executive Pastor Tim Hester says the youth organization's consideration of that issue started a discussion that led to the church's board of elders to decide against renewing the church's charter with Troop 2012.

Hester told The Courier-Journal ( http://cjky.it/18usmFV) the direction of the Boy Scouts and the church's desire not to get caught up in it prompted the change.

"We want everyone, including ourselves, to live by biblical standards," Hester said.

The organization's National Council voted last week to allow openly gay youth but maintained its ban on gay leaders.

The Scouts have until the end of the year to relocate.

Barry Oxley, CEO of the Boy Scouts' Lincoln Heritage Council, said the Boy Scouts are working to identify a new organization to charter Troop 212 and Cub Scout Pack 212.

Oxley said about 300 families participate in Scouting in the two groups at Southeast Christian.

"Our focus," he said, "is helping youth grow into young people of character and integrity through a program of fun and adventure."

Luke Rockhold Calls out Michael Bisping Via Twitter

?

One of the most anticipated entries to the UFC middleweight division, Luke Rockhold (10-2), made his debut on May 18th losing in the first round to Vitor Belfort by what would become the first of two spinning-heel kick knockouts in the past two weeks.

Now, Rockhold seems to look for a quick turnaround as he called out Michael Bisping (24-5) today via his official Twitter account:

Rockhold calls upon claims that Bisping regarded himself as the ?Unofficial Strikeforce middleweight champion?, following sparring sessions with Rockhold.

Bisping last faced Alan Belcher at UFC 159 and defeated him via technical decision after Belcher was unfortunately poked in the eye in the third. Bisping, however, dominated the fight up until the poke.

Now we wait to see if this matchup of two top-middleweights will come to fruition.

'Crack baby' scare overblown, teen research says

CHICAGO (AP) ? Research in teens adds fresh evidence that the 1980s "crack baby" scare was overblown, finding little proof of any major long-term ill effects in children whose mothers used cocaine during pregnancy.

Some studies have linked pregnant women's cocaine use with children's behavior difficulties, attention problems, anxiety and worse school performance. But the effects were mostly small and may have resulted from other factors including family problems or violence, parents' continued drug use and poverty, the researchers said.

They reviewed 27 studies involving more than 5,000 11- to 17-year-olds whose mothers had used cocaine while pregnant. The studies all involved low-income, mostly black and urban families.

The review, led by University of Maryland pediatrics researcher Maureen Black, was released online Monday in the journal Pediatrics.

Widespread use of crack cocaine in the 1980s led to the "crack baby" scare, when babies born to crack users sometimes had worrisome symptoms including jitteriness and smaller heads. Studies at the time blamed prenatal drug use, suggested affected children had irreversible brain damage and predicted dire futures for them. These reports led to widespread media coverage featuring breathless headlines and heart-rending images of tiny sick newborns hooked up to hospital machines.

"The field of prenatal cocaine exposure has advanced significantly since the misleading 'crack baby' scare of the 1980s," the review authors said.

In recent years experts have mostly discounted any link, noting that so-called crack babies often were born prematurely, which could account for many of their early symptoms. Studies that tracked children beyond infancy have failed to find any severe outcomes.

In some studies included in the new review, crack-exposed teens had lower scores on developmental tests than other children but their scores were still within normal limits. Many studies found that the children's family environment or violence were directly related to the teen's performance regardless of whether their mothers had used cocaine during pregnancy, the researchers said.

The government's National Institute on Drug Abuse notes that it's tough to evaluate how drug use during pregnancy affects children's development because so many other factors play a role, including prenatal care, mothers' health and family environment.

AP Interview: Israel deputy FM proud to be settler

JERUSALEM (AP) ? Zeev Elkin has faced a wave of criticism since he was made the de facto chief of Israel's Foreign Ministry two months ago: He isn't prepared for compromise with the Palestinians. He doesn't speak English well enough. He is a West Bank settler.

But Israel's deputy foreign minister, who is the top official until a new foreign minister is named, makes no apologies for his ideology or background, and in fact thinks they are an advantage. Claiming to reflect the "real positions" of most Israelis, Elkin says the world should get used to dealing with Jewish settlers and right-wing Israeli politicians.

"It is a mistake to think the Foreign Ministry needs a person whose views the world would rather hear but do not reflect the government or the majority in Israel," Elkin said in an interview. "You cannot fool the world."

Elkin, a rising star in Benjamin Netanyahu's Likud Party, was handed the No. 2 spot at the Foreign Ministry following parliamentary elections early this year.

Netanyahu has promised the foreign minister's job to his political partner, Avigdor Lieberman. With Lieberman on trial on fraud and breach of trust charges, he is unable to assume the post.

For now, Netanyahu has taken on the foreign minister's job until Lieberman's trial ends, handling many key diplomatic functions while Elkins oversees the ministry's day to day affairs.

The job is the latest stop for the fast-rising Elkin, a 42-year-old immigrant from the former Soviet Union who holds degrees in mathematics and history. In the previous government, he was the chairman of Netanyahu's governing coalition, one of the most important and influential positions in parliament.

Elkin is among a group of young, hard-liners who rose to prominence in Netanyahu's Likud Party during a primary vote last year. These officials, including Deputy Defense Minister Danny Danon and the Knesset speaker Yuli Edelstein, are skeptical of reaching peace with the Palestinians and strong proponents of building settlements in the occupied West Bank.

Edelstein also lives in the West Bank. Lieberman, the would-be foreign minister, is also a settler, and Netanyahu's trade minister, Naftali Bennett, leads a pro-settler religious party and himself is a former head of the settlers' council.

The presence of so many Jewish settlers in key positions has drawn accusations that the new Israeli government is the most pro-settler in history, and raised deep Palestinian suspicions about Israel's willingness to make concessions for peace.

The Palestinians and the international community reject Jewish settlements as illegal or illegitimate, and continued Israeli construction is at the heart of a nearly 5-year-old deadlock in peace efforts.

Speaking slightly accented Hebrew in a soft monotone voice, Elkin said the settlements, home to more than 500,000 Israelis, have become a fact of life that must be recognized.

With so many settlers, "naturally they are represented in the hallways of government," he said. "I am not embarrassed of being a settler. I don't think I need to apologize to anyone about it."

Danon, the deputy defense minister, said he couldn't agree more, saying that Israel is "proud" of its settlers, and that giving them important jobs would help negative perceptions of them worldwide.

"I do not see any difference between a Jew who lives in a Jewish community in Judea and Samaria or elsewhere," he said. "When you meet those people, maybe the image that you have is a different one than the reality."

But Zehava Galon, leader of the opposition Meretz Party, said Elkin's appointment sent a bad message to the world.

"When our foreign relations are based on a settler agenda it is problematic," she said. "These are people with an agenda to keep settlements and not reach a compromise. I don't understand how they can manage Israel's foreign relations."

For now, Elkin's ideological leanings have not been much of a problem. He said meetings with foreign diplomats have been pleasant and professional, and in many cases, he knows them personally from his past work in parliament.

In addition, Netanyahu has distanced Elkin from key issues, particularly in dealing with U.S. efforts to restart peace talks with the Palestinians. Netanyahu handles the contacts with the Americans himself and has delegated Justice Minister Tzipi Livni to serve as his chief negotiator if peace talks resume.

Elkin said he has no problem with this arrangement, noting that in Israel's fragmented political system, prime ministers have historically reserved key diplomatic functions for themselves.

Elkin said he still deals with "98 percent" of Israel's diplomatic issues, which is more than enough. He recently joined Netanyahu at a meeting with Russian President Vladimir Putin, where Israel pressed the Russian leader not to ship advanced weapons to Syria. Elkin refused to divulge details of the talks, saying only that they were "constructive."

Elkin said that he has not allowed his personal views on the Palestinian issue to affect his professional work. He has already assigned a small team of Foreign Ministry workers to assist Livni in her attempts to restart talks with the Palestinians, and said he would expand the team if negotiations resume.

And while Elkin opposes the Palestinian demand to freeze settlement construction, he said it is "no secret" that the government has greatly limited settlement projects in recent weeks at U.S. Secretary of State John Kerry's urging.

Elkin heaped the blame for the current impasse in peace efforts on the Palestinians, accusing them of setting unrealistic conditions at the outset of talks, promoting hatred and glorifying violence. Such accusations, denied by the Palestinians, are common among Israel's right wing.

If Israel and the Palestinians somehow defy the odds and reach a deal, Elkin signaled he would not stand in the way.

"I am a democrat and therefore willing to accept any decision made by a democratic majority," he said.

He just might not be part of the government if it reaches that point. "If I feel I can't represent the government, I will not stick to my chair," he said.

Osaka Mayor Toru Hashimoto, who is also the co-head of an emerging nationalistic party, said his remarks two weeks ago rose from a "sense of crisis" about cases of sexual assaults by U.S. military personnel on Japanese civilians in Okinawa, where a large number of U.S. troops are based.

"I understand that my remark could be construed as an insult to the U.S. forces and to the American people" and was inappropriate, he said at a news conference at the Foreign Correspondents' Club of Tokyo.

Hashimoto had created an uproar with comments to journalists two weeks ago about Japan's wartime and modern sexual services. They added to recent anger in neighboring countries that suffered from Japan's wartime aggression and have complained about the lack of atonement for atrocities committed during that time.

Hashimoto said on May 13 that on a recent visit to the southern island of Okinawa, he suggested to the U.S. commander there that the troops there "to make better use" of the legal sex industry. "If you don't make use of those places you cannot control the sexual energy of those tough guys," he said.

He also said that Japan's wartime practice of forcing Asian women, mostly from South Korea and China, to work in front-line brothels was necessary to maintain discipline and provide relaxation for soldiers.

He didn't apologize for those comments, but he did call the use of so-called comfort women an "inexcusable act that violated the dignity and human rights of the women, in which large numbers of Korean and Japanese were included."

Still, he claimed he had been quoted out of context to say that he personally believed that the use of a "comfort women" system was necessary. He was trying to say that armed forces of nations around the world "seem to have needed women" in past wars and also violated women's human rights during wartime.

Singling out Japan was wrong, as this issue also existed in the armed forces of the United States, the United Kingdom, France, Germany and the former Soviet Union during World War II, he alleged.

"Based on the premise that Japan must remorsefully face its past offenses and must never justify the offenses, I intended to argue that other nations in the world must not attempt to conclude the matter by blaming only Japan and by associating Japan alone with the simple phrase of 'sex slaves' or 'sex slavery,'" Hashimoto said in the statement.

Historians say up to 200,000 women, mainly from the Korean Peninsula and China, were forced to provide sex for Japanese soldiers in military brothels. While some other World War II armies had military brothels, Japan is the only country accused of such widespread, organized sexual slavery.

Hashimoto, 43, has become well-known in recent years for his outspokenness. Last year, he formed a conservative party, the Japan Restoration Party, with former Tokyo Gov. Shintaro Ishihara, a strident nationalist. The party is now an opposition party in the parliament.

Before taking office in December Prime Minister Shinzo Abe had advocated revising a 1993 statement by then-Chief Cabinet Secretary Yohei Kono acknowledging and expressing remorse for the suffering caused to the sex slaves. Abe has said recently he stands by that statement and won't revise it.

How to delete courses within iTunes U on iPhone and iPad

If you use iTunes U in order to keep up with courses and class material, there will probably come a time when you've watched everything and completed assignments. That means you probably have no need to keep it on your iPhone or iPad any longer. If you want to free up some space, you can always delete them just as easily as you downloaded them.

    Here's how:

    1. Launch the iTunes U app from the Home screen of your iPhone or iPad.
    2. From the main Library view, tap the Edit button in the upper left hand corner.
    3. Now tap the books or course material that you'd like to delete. Then tap the Delete button that is now in the upper right hand corner.
    4. iTunes U will ask you to confirm that you'd like to delete these selections. Tap Delete once more to confirm.

That's it. Deleting older titles and materials you aren't using anymore is a great way to not only keep your material organized, but free up precious storage space on your iPhone or iPad.

GRAPEVINE, Texas (AP) ? In one of their most dramatic choices in a century, local leaders of the Boy Scouts of America voted Thursday to ease a divisive ban and allow openly gay boys to be accepted into the nation's leading youth organization.

Gay adults will remain barred from serving as Scout leaders.

Of the local Scout leaders voting at their annual meeting in Texas, more than 60 percent supported the proposal.

Casting ballots were about 1,400 voting members of BSA's National Council who were attending their annual meeting at a conference center not far from BSA headquarters in suburban Dallas.

The vote will not end the wrenching debate over the Scouts' membership policy, and it could trigger defections among those on the losing side.

Some conservative churches that sponsor Scout units wanted to continue excluding gay youths, and in some cases threatened to leave the BSA if the ban were lifted.

More liberal Scout leaders ? while supporting the proposal to accept gay youth ? wanted the ban on gay adults lifted as well.

The BSA could also take a hit financially. Many Scout units in conservative areas feared their local donors would stop giving if the ban on gay youth were lifted, while many major corporate donors were likely to withhold donations if the ban had remained.

In January, the BSA executive committee suggested a plan to give sponsors of local Scout units the option of admitting gays as both youth members and adult leaders or continuing to exclude them. However, the plan won little praise, and the BSA changed course after assessing responses to surveys sent out starting in February to members of the Scouting community.

The BSA's overall "traditional youth membership" ? Cub Scouts, Boy Scouts and Venturers ? is now about 2.6 million, compared with more than 4 million in peak years of the past. It also has about 1 million adult leaders and volunteers.

Of the more than 100,000 Scouting units in the U.S., 70 percent are chartered by religious institutions.

Those include liberal churches opposed to any ban on gays, but some of the largest sponsors are relatively conservative denominations that have previously supported the broad ban ? notably the Roman Catholic Church, the Church of Jesus Christ of Latter-day Saints and Southern Baptist churches.

The Church of Jesus Christ of Latter-day Saints announced in April that it was satisfied with new proposal, and the National Catholic Committee on Scouting did not oppose it.

The BSA, which celebrated its 100th anniversary in 2010, has long excluded both gays and atheists.

Protests over the no-gays policy gained momentum in 2000, when the U.S. Supreme Court upheld the BSA's right to exclude gays. Scout units lost sponsorships by public schools and other entities that adhered to nondiscrimination policies, and several local Scout councils made public their displeasure with the policy.

Microsoft recruits Siri to take on the iPad in their latest Windows 8 commercial

Microsoft has launched their new Windows 8 commercial, and appears to have recruited Siri to help them take on the iPad. OK, so Siri would never do such a thing, but they're licensing the same voice, and it achieves the same effect. The 30-second clip takes aim at what the iPad can't do, that a Windows 8 tablet can. The whole thing is a parody of an Apple ad, right down to the chopsticks played on Garageband at the end.

During the clip, 'Siri' is heard to say each of the things that the iPad can't do, like Live Tiles and 'snapped' side-by-side applications. All true, but not necessarily the sort of thing that's going to turn someone away from buying the iPad. Then we get to the killer "I guess Powerpoint isn't one of those things" line. Yeah. But of course, Microsoft isn't missing out on a whole giant heap of revenue in not releasing a version of Office for the iPad now, is it?

What Microsoft didn't specifically mention in the commercial is that the tablet they were using -- the ASUS Vivotab Smart -- runs the full version of Windows 8. And, that means at some point, someone is going to find themselves operating in the traditional Windows desktop environment, which isn't exactly tablet friendly. Or perhaps they'll wonder why they have two different looking versions of Internet Explorer on the same device.

So, what do you guys think of this latest effort from the folks at Redmond? It's not at all subtle, but is there anything in there that would compel you to drop your iPad for a Windows 8 tablet? Office? Price? Live Tiles? Anything? Drop us your thoughts!

Enzyme-activating antibodies revealed as marker for most severe form of rheumatoid arthritis

May 22, 2013 ? In a series of lab experiments designed to unravel the workings of a key enzyme widely considered a possible trigger of rheumatoid arthritis, researchers at Johns Hopkins have found that in the most severe cases of the disease, the immune system makes a unique subset of antibodies that have a disease-promoting role.

Reporting in the journal Science Translational Medicine online May 22, the Johns Hopkins team describes how it found the novel antibodies to peptidylarginine deiminase 4, or PAD4, in blood samples from people with aggressive inflammation and connective tissue damage.

Researchers say the presence of so-called PAD3/PAD4 cross-reactive autoantibodies could serve as the basis for the first antibody-specific diagnostic test to distinguish those with severe rheumatoid arthritis from those with less aggressive forms of the disease.

"Identifying early on a subset of patients with severe rheumatoid arthritis could benefit their health, as these patients could start aggressive drug therapy immediately and find the most effective treatment option," says senior study investigator Antony Rosen, M.D. Rosen, director of rheumatology and the Mary Betty Stevens Professor at the Johns Hopkins University School of Medicine, says that a third, or 1 million of the more than 3 million Americans -- mostly women -- estimated to have rheumatoid arthritis have an aggressive form of the disease.

In the study, the antibodies were present -- in 18 percent of 44 fluid samples from one research collection and in 12 percent of another collection of 194 -- but only in people with severe cases of rheumatoid arthritis. Past research shows that those with the most aggressive disease are less likely to respond to anti-inflammatory treatments with steroids and other drugs.

An examination of patients' medical records revealed that 80 percent of patients with the antibody saw their disease worsen over the previous year, while only 53 percent without the antibody showed disease progression. In comparing average scores of disease-damaged joints, researchers found that those with the antibody had an average deterioration in joints and bones by a score of 49. Those without the antibody had an average degradation in their score of 7.5, indicating much milder disease.

In a related finding, the Johns Hopkins team also uncovered how the PAD3/PAD4 cross-reactive auto-antibodies might contribute to more severe, erosive disease in rheumatoid arthritis. The team performed a series of experiments to gauge the antibodies' effects on PAD4 in response to varying cell levels of calcium, on which PAD enzymes depend.

Lab experiments showed that the antibodies greatly increase PAD4 enzyme function at the low levels of calcium normally present in human cells. Results showed that PAD4 activity was 500 times greater in the presence of antibodies than when they were absent. Tests of the antibody and enzymes' chemical structures later showed that the antibodies bind to PAD4 in the same region as calcium, suggesting to researchers that the antibodies might be substituting for calcium in activating the enzyme.

According to Rosen, the series of experiments, which took two years to complete, represents the first evidence of an antibody having a direct role in generating the targets of the immune response, or auto-antigens, in rheumatoid arthritis.

"Our results suggest that drugs inhibiting the PAD4 enzyme may have real benefit in patients with severe rheumatoid arthritis and represent an important field of study for investigating new and alternative treatments," says lead study investigator and biologist Erika Darrah, Ph.D.

Darrah says the team next plans long-term monitoring of arthritis sufferers to find out when the antibody first appears in the blood, and when intervention may have maximum impact in preventing or stalling disease progression. The team also plans further experiments to see if the antibody is taking control of the chemical pathways normally used by other cell proteins to control PAD4 sensitivity to calcium.

Funding support for this study was provided by the National Institutes of Health, and corresponding grant number T32-AR048522; the American College of Rheumatology; the Donald B. and Dorothy L. Stabler Foundation; and Sibley Memorial Hospital.

In addition to Rosen and Darrah, other Johns Hopkins researchers involved in this study were Jon Giles, M.D.; Michelle Ols, Ph.D.; and Felipe Andrade, M.D., Ph.D. Additional research assistance was provided by enzymologist Herbert Bull, Ph.D.
